Yes this bicycle repair shop exists. It is probably good for simple repairs like snapped chain, bend wheel and flat tire but nothing too specific. I arrived with a loose crank because of a broken lower bracket and stopped the repair attempt when I felt the owner and i had different opinions on how to fix it. He still seemed like a nice guy and is probably very capable when it comes to more regular repairs. If you have anything special that needs repairs I would recommend taking the train to Hanoi.
